On June 5, 1979, a 5.2 acre parcel of land was donated from R & P Coal Company to the Homer-Center Park and Recreation Board, that would soon become Lucerne Park. The board employed an architectural consultant to develop the site plans, which were completed in November 1979. In addition to the initial grant used to develop the property, the Federal Department of Interior, Bureau of Mines, selected the site as a mining reclamation demonstration project. They worked closely with the Boards landscape architect in preparing detailed reclamation drawings and specifications to reclaim the site for park use.
